Policies and Services


  • Responsible use, care, and return of borrowed library materials is presumed of all students and users.
  • Payment for lost/unreturned or damaged materials and overdue fines is the responsibility of the borrower.
  • University policy states that “The University reserves the right to withhold grade reports of students who have not returned library materials and cleared any financial obligations (payment of fines, damage fees, or costs of replacement for lost materials) by the date required at the end of each semester.”
  • Materials are loaned for approximately one month.
  • Borrowing privileges are revoked if a user has overdue books or unpaid fines.
  • Fines and charges will be assessed as indicated below:
    • Overdues (Weekends and holidays are counted)
      • Regular book: $0.05 per day
      • Kindle eReader: $5.00 per day
      • Reserve book: $0.10 per hour
      • Note: The maximum fine for regular materials is $5.00 per item; for reserve materials: $10.00 per item; and for the eReader: $35.00

  • Losses:
    • Charges for lost/unreturned books is the replacement cost + $10.00 processing fee.
  • Damages:
    • Assessed charges for damages are based on extent of damage or repair necessary.

General Public

  • Upon application and approval, adults (over 18 and out of high school) may be issued a Local Patron Borrower’s card valid for 1 year for a $5.00 charge.
  • Renewals are also $5.00. Alumni do not pay a renewal fee. Borrowing privileges are not transferable.
  • Local Patron Borrowers may have no more than two books charged out at any time and are responsible for timely return of all materials.
  • Materials lost or damaged must be paid for according to replacement cost or damages assessed.
  • Renewals may be requested via telephone – (919) 658-7869 – unless material is overdue or requested by another user
  • Materials are loaned for approximately one month. Fines are 5 cents per item per day to a maximum of $5.00 per item.
  • Borrowing privileges are revoked if a user has overdue books or unpaid fines.

Special Library Services for UMO Students at Other Locations

  • An 800 number for calling the campus library to request books, periodicals/journal articles, and reference information. The number is 1-800-653-0854.
  • A fax number for receiving messages/requests for information and sending responses. The fax number is (919) 658-8934.
  • Postal, and fax service to get the material to you quickly.
  • Special hours when a librarian will be available specifically to assist you via telephone or otherwise.
  • Cooperative agreements with libraries (both academic and public) in the surrounding areas to allow you to use their facilities and resources subject to their local regulations.
  • Interlibrary loan services for materials we do not own or are not able to provide locally.
  • Special forms for requesting information on interlibrary loan.
  • List of “Serials-Moye Library” in all cooperating area libraries as well as at the other campus locations.
  • Journal articles (photocopy) requested on interlibrary loan supplied free of charge.
